The US government is worried that China might have gotten its hands on ASML’s most advanced chipmaking tool—the extreme ultraviolet (EUV) lithography machine—without permission. ASML says no way. The US isn’t fully convinced, so they’re asking for more documentation.
Here’s the thing: EUV machines are the crown jewels of semiconductor manufacturing. They cost north of $150 million each, weigh as much as a small jet, and require a dedicated cleanroom and a team of ASML engineers just to install. They’re not something you slip into a shipping container unnoticed.
ASML has never sold an EUV machine to a Chinese customer. Not one. The company has been under export restrictions for years, and it’s been careful to comply. The Dutch government, which controls these licenses, has also been tightening screws. So the idea that an EUV system somehow ended up in China without anyone knowing feels a bit far-fetched.
But the US Commerce Department isn’t taking chances. They’ve asked ASML to prove that none of their EUV machines have been diverted to China. ASML has responded by saying they’ve checked their records and everything is clean. They’ve also pointed out that even if someone wanted to smuggle one, the logistics alone would be a nightmare.
I’ve seen the photos of EUV machines being installed at TSMC and Samsung fabs. They’re enormous, complex, and require constant support from ASML engineers. The idea that one could be operating in China without ASML knowing is hard to swallow. The company tracks every machine in real-time for maintenance and software updates.
Still, the US is pushing. This is part of a broader effort to keep advanced chip technology out of Chinese hands. The Biden administration has been aggressive about export controls, and they’re not about to let up. Even if ASML is telling the truth, the US wants to make sure there’s no loophole.
There’s also a commercial logic that cuts against the idea that ASML would risk its export license to arm a Chinese customer. ASML’s entire business model depends on trust from governments and customers alike. One violation could cost them access to the US market, which is huge. It’s just not worth it.
So where does this leave us? Probably nowhere dramatic. ASML will provide the documentation, the US will review it, and everyone will move on. But it’s a reminder that chip geopolitics aren’t going away. Every machine, every component, every piece of software is now a potential bargaining chip in a much bigger game.
